The biggest change: Utah dropped routine safety inspections in 2018

The single most common misconception we hear from buyers walking into our dealership is "I need to get my car safety inspected before I can register it." For most passenger vehicles in Utah, that's no longer true.

Utah passed Senate Bill 59 in 2017, and starting January 1, 2018, the state stopped requiring regular safety inspections for the majority of passenger vehicles. If your vehicle is a standard, clean-title passenger car or light truck, you do not need a safety inspection to register or renew your registration in Utah.

Who still needs a safety inspection in Utah

  • Salvage-title vehicles. Must pass a safety inspection before applying for a rebuilt title.
  • Street-legal ATVs and UTVs. Required the first time registered and each time ownership changes.
  • Commercial vehicles over 10,001 lbs GVWR operating interstate. Annually.
  • Commercial vehicles over 26,001 lbs GVWR (interstate or intrastate). Annually.
  • School buses. Annually.
  • Buses, vans for hire, and taxicabs. Annually.
  • Class 6 motorhomes. Annually.

Emissions testing in Utah: which counties and how often

Five Utah counties require emissions testing as a condition of vehicle registration: Salt Lake, Davis, Utah, Weber, and Cache. If your vehicle is registered in any other Utah county, you do not need an emissions test.

How often you need to test

  • Less than six years old: Every two years. Even model years test in even calendar years, odd in odd.
  • Six years and older: Usually every two years; some counties require annual testing for older vehicles.
  • Brand-new: First test typically not required until the third or fourth registration year.

What it costs

  • Salt Lake County average: Around $25.
  • Davis, Weber, Utah, and Cache counties: Typically $35 to $55.

What gets tested in a Utah emissions inspection

  • OBD-II diagnostic scan for 1996-and-newer vehicles.
  • Visible smoke (opacity) check for diesels.
  • Gas cap check - a leaking cap can fail you.
  • Check engine light review - a lit light is an automatic fail.

If you fail, you have 30 days to make repairs and retest, often at a discounted rate. Don't ignore a fail - driving on an expired registration in Utah brings fines and possible impound.

Diesel emissions testing in Utah

Utah's diesel emissions program targets 2008-and-later diesels and checks for visible smoke and tampered emissions equipment. A "deleted" diesel (missing DPF, for example) will fail emissions in the five testing counties and won't register legally. If you're shopping for a used diesel truck, ask explicitly whether the emissions equipment is intact before you buy.

How to know if you need a test this year

  1. Check your renewal notice - the DMV tells you whether emissions is required.
  2. Use the Utah DMV's online lookup at dmv.utah.gov.
  3. Look at your county - outside the five testing counties, you can skip it entirely.

What this means when you're shopping for a used car in Utah

  • Out-of-state used cars still have to pass Utah emissions to register here. Ask for current emissions documentation.
  • Older vehicles (1995 and earlier) may have different testing standards.
  • Modified or aftermarket vehicles. Intake/exhaust/tune mods can affect readings. A reputable dealer will disclose them.
  • Salvage-title vehicles require a safety inspection in addition to emissions.
